Para a equipa de analistas da Geopolitical Futures, "the project is aimed at making the European Union “more united and sovereign.” It’s a two-phase plan that will start in the months before Germany assumes the EU presidency in the second half of 2020 and end when France holds the post at the end of 2022. The two countries hope the conference can help clarify the EU's stance on key issues like security and defense, its role in the world system, trade, competitiveness and “European values.”
"By far the most notable aspect of this proposal is that it admits treaty changes that would affect the EU’s organization and financial structures may be necessary. The proposal still lacks important details, however, and its ambitious mandate doesn’t inspire much confidence."
