Gaza: Moralidade e Realidade
Nesta análise, George Friedman aplica, ao conflito que opõe o Hamas a Israel, uma implacável grelha de leitura geopolítica.
Fighting is intensifying between Israelis and Palestinians, though it would be a mistake to think of this as another war. The war had been waged before Israel was formally a state, and continued even after the rest of the Arab world lost interest in the conflict. Each side thinks itself the victim and debates who started this particular episode in a time-worn conflict.
The Palestinian position is simple. This is the land they occupied when foreign settlers took it from them and instituted a government that marginalized them. The Israeli position is that after the Holocaust, they had nowhere in the world to go that would grant them the right and power to prevent another Holocaust, so they returned to their ancient homeland.
The moral argument has become more complex and bitter over time. The Palestinians argue that they should not pay the price for a European genocide. The Israelis argue that there has never been such a thing as a Palestinian state, that it was, at most, always a province of other powers. Their arguments are not meant for each other but for the rest of the world. At its founding, Israel needed other nations to accept its moral argument so that the state could exist. Now it is the Palestinians who demand outside support. Both received sympathy at their time from a world that cared nothing for their fate but used their claims for cynical political or geopolitical reasons. It’s easy to condemn one side or another when you don’t share either’s fate. If the Israeli-Palestinian war is a moral issue, and moral issues are regarded as defining action, then it seems that there is much fighting left to do. Moral stances that do not include personally taking the risk are the eternal, irrelevant background noise of geopolitics.
The geopolitical issue is simple. Israel was founded on land where Palestinians lived. Israel had an imperative to find a defensible location. The Palestinians did not want to be dispossessed nor lose the right to self-determination in a world that had embraced it. Fear of the stranger is common everywhere, and in every country, this fear lurks. Moralists who demand that the fear be abandoned may feel better about themselves but do nothing to lessen the fear.
The fear and hatred of Palestinians and Israelis by the other is real. Israel occupied Palestine because it had few other options and because it could. The Palestinians resisted. It’s hard to think of a contemporary nation that did not come to be by seizing all or part of another entity. The migration by Jews to Palestine began more than a century ago, and the state was created more than 70 years ago. Is the moral line of a right to demand the land back a century or a millennium?
The moralist slogans aside, the question is why the Jews are militarily superior, given that in recent centuries they had not been an especially martial people. The answer is the Cold War. After World War II, the British Empire was disintegrating, so it had to give up its holdings in Palestine. The newly created Israeli state could defeat the Arab states that attacked it because the British had left them disorganized and poorly armed. After Israel’s founding, the Soviets, eager to replace the British Empire, provided military aid to Israel, whose leading party was a leftist party in search of an ally. It failed to secure one, and when the Suez crisis happened in 1956, the British and the French encouraged an Israeli attack into the Sinai. After that, France was Israel’s biggest supporter until 1967, when the U.S. recognized that Israel could be an asset against a Soviet Union that was seen as dominant in Egypt, Syria and Iraq. The U.S. saw Israel as a counterweight. A war in 1973 against Soviet allies Egypt and Syria led to more U.S. aid. In short, Israel was an asset to Western powers pursuing other ends.
Palestinian political organizations were Egyptian entities. Eventual PLO leader Yasser Arafat carried with him a close relationship with the Soviets. The PLO linked itself closely to European radical groups carrying out terror attacks in Europe against Jewish and European targets. In the 1970s and 1980s, his was the dominant Arab group, tied as it was to Soviet intelligence and predisposed to terrorism rather than preparing for a territorial war.
When the Soviet Union began to collapse, Israel had become a highly capable military force thanks to its partnership with the U.S. The Egyptians and the Soviets saw the Palestinians as a tool in destabilizing their enemies but failed to construct a modern army to challenge Israel.
The weakness of the Palestinians is that no great power saw them as a conventional military force, particularly because Arab countries didn’t want such a major military force in their countries. They were forced into a posture that trained them in hijackings and bombings but not in conventional warfare. What you see in Gaza today is a modern conventional military facing “soldiers” inspired by a very different culture. The aid Palestine receives from Iran today doesn’t fundamentally change this. The Palestinians can’t win, but they can inflict damage on Israel.
This is a woefully insufficient explanation of Palestinian weakness and Israeli strength. There are cultural issues, the Arab states’ view of the Palestinians and so on. But Israel’s military culture was poorly formed in 1948. It evolved rapidly because of Soviet influence in Arab countries, and the interests of Britain, France and the United States in resisting that influence.
The Palestinians are seen by many as victims. That’s not a useful term here, but if we use it, then they were victims not only of Israel but also of Egypt, Syria and the Soviets, all of which saw use for them as small groups of covert operatives but had no desire for them to create a modern Palestinian army in a neighboring country. Additionally, there was no neighboring country that would welcome such an army. An intifada with some suicide bombers will not bring down Israel, nor will it force it to the negotiating table. And the Palestinians have no allies that will help them become such a power.
Moral sentiment has many problems. The reality of power is the greatest of them.

Les allégations proviendraient d'un rapport réalisé par le cabinet de conseil Capgemini en 2010 à la demande de KPN. Huawei, qui serait devenu un équipementier de KPN un an plus tôt, a été régulièrement cité dans des affaires de surveillance de masse et d'espionnage lors de la dernière décennie…
(…) Si les critiques allèguent que KPN a continué à octroyer des contrats à Huawei malgré ces révélations, l'année dernière, cependant, l'opérateur est devenu l'un des premiers opérateurs européens à exclure l'entreprise chinoise de son réseau 5G central. Il aurait opté pour le suédois Ericsson à la place, tandis que le gouvernement néerlandais a annoncé des restrictions plus strictes pour les fournisseurs d'équipements, y compris la vérification des antécédents du personnel ayant accès aux réseaux. De son côté, la France a mis en place la loi anti-Huawei en 2019.
Cela a permis au gouvernement français de limiter les contrats entre les opérateurs de télécommunication français et Huawei. En juillet 2020, un rapport sur la situation a fait état de ce que les autorités françaises auraient déclaré aux opérateurs de télécommunications prévoyant d'acheter des équipements Huawei 5G qu'ils ne seraient pas en mesure de renouveler les licences une fois expirées. Le but de la manœuvre serait d'éliminer progressivement la société chinoise des réseaux mobiles. D'autres dispositions ont été prises par de nombreux pays de l'UE pour réduire leur dépendance vis-à-vis de l'entreprise chinoise.

França: Relatório dos Generais para os Deputados
Des généraux membres du think-thank Centre de Réflexion Interarmées (CRI)
Avec le “buzz” provoqué par la tribune de généraux et militaires publiée dans “valeurs actuelles”, leur travail, fortuitement concomittant, est passé inaperçu. Seize membres du “think thank” “Centre de Réflexion Interarmées” (CRI) proposent dans un long document une “stratégie globale contre l’islamisme et l’éclatement de la France”. Ce document a été adressé le 14 avril à tous les présidents des groupes politiques de l’Assemblée nationale et du Sénat, aux ministres des armées, de l’Intérieur, de l’Éducation Nationale et de la secrétaire d’État en charge du SNU.
Ce groupe de réflexion rassemble des militaires de tous grades et de toutes armes, dont la Gendarmerie – majoritairement des officiers généraux et officiers supérieurs- et de toute sensibilité, mais aussi quelques civils.

Os Espiões do Vaticano
"Les espions du Vatican – de la seconde guerre mondiale à nos jours", de Yvonnick Denoël, é o que há de mais informado e actualizado sobre a geopolítica do Vaticano e os seus "serviços".
Jérôme Bondu, um crítico atento tece (no "Inter Ligere", um site que "acompanha as empresas na gestão das suas informações estratégicas"...) algumas considerações que já dão uma ideia do que nos espera na leitura destes santificados "Espiões do Vaticano".

L’ouvrage n’est pas à charge, et l’auteur fait la part des choses: il contextualise et explique les circonvolutions de la géopolitique du Vatican, les dissensions au sein de la Curie, les luttes d’influence fratricides…
C’est passionnant.

- Le Vatican a été classé parmi les paradis du blanchiment. L'IOR (Institut pour les œuvres de religion), la banque du Vatican, était le principal actionnaire de la banque Ambrosiano, qui a été au coeur de tous les grands dossiers politico-financiers de l'après-guerre froide. « L'IOR restait une machine infernale en état de marche au cœur du Vatican ».

124 Generais Americanos Também Escrevem a Biden...
Das instituições militares de duas grandes democracias ocidentais, emanam por estes dias cartas abertas aos respectivos presidentes da república. Primeiro em França, agora nos Estados Unidos. Estas cartas abertas são avisos dos militares à classe política sobre o que consideram ser um inaceitável grau de degradação do respectivo país e da sua democracia. Como cantava Dylan, "the times they are a changin"... A imprensa americana dá forte destaque a esta "open letter" que lança um apelo aos cidadãos americanos: "We urge all citizens to get involved now at the local, state and/or national level to elect political representatives who will act to Save America, our Constitutional Republic, and hold those currently in office accountable." Concluindo: The “will of the people” must be heard and followed".
Open Letter from Retired Generals and Admirals
Our Nation is in deep peril. We are in a fight for our survival as a Constitutional Republic like no other time since our founding in 1776. The conflict is between supporters of Socialism and Marxism vs. supporters of Constitutional freedom and liberty.
During the 2020 election an “Open Letter from Senior Military Leaders” was signed by 317 retired Generals and Admirals and, it said the 2020 election could be the most important election since our country was founded. “With the Democrat Party welcoming Socialists and Marxists, our historic way of life is at stake.” Unfortunately, that statement’s truth was quickly revealed, beginning with the election process itself.
Without fair and honest elections that accurately reflect the “will of the people” our Constitutional Republic is lost. Election integrity demands insuring there is one legal vote cast and counted per citizen. Legal votes are identified by State Legislature’s approved controls using government IDs, verified signatures, etc. Today, many are calling such commonsense controls “racist” in an attempt to avoid having fair and honest elections. Using racial terms to suppress proof of eligibility is itself a tyrannical intimidation tactic. Additionally, the “Rule of Law” must be enforced in our election processes to ensure integrity. The FBI and Supreme Court must act swiftly when election irregularities are surfaced and not ignore them as was done in 2020. Finally, H.R.1 & S.1, (if passed), would destroy election fairness and allow Democrats to forever remain in power violating our Constitution and ending our Representative Republic.
Aside from the election, the Current Administration has launched a full-blown assault on our Constitutional rights in a dictatorial manner, bypassing the Congress, with more than 50 Executive Orders quickly signed, many reversing the previous Administration’s effective policies and regulations. Moreover, population control actions such as excessive lockdowns, school and business closures, and most alarming, censorship of written and verbal expression are all direct assaults on our fundamental Rights. We must support and hold accountable politicians who will act to counter Socialism, Marxism and Progressivism, support our Constitutional Republic, and insist on fiscally responsible governing while focusing on all Americans, especially the middle class, not special interest or extremist groups which are used to divide us into warring factions.
Additional National Security Issues and Actions:
• Open borders jeopardize national security by increasing human trafficking, drug cartels, terrorists entry, health/CV19 dangers, and humanitarian crises. Illegals are flooding our Country bringing high economic costs, crime, lowering wages, and illegal voting in some states. We must reestablish border controls and continue building the wall while supporting our dedicated border control personnel. Sovereign nations must have controlled borders.
• China is the greatest external threat to America. Establishing cooperative relations with the Chinese Communist Party emboldens them to continue progress toward world domination, militarily, economically, politically and technologically. We must impose more sanctions and restrictions to impede their world domination goal and protect America’s interests.
• The free flow of information is critical to the security of our Republic, as illustrated by freedom of speech and the press being in the 1st Amendment of our Constitution. Censoring speech and expression, distorting speech, spreading disinformation by government officials, private entities, and the media is a method to suppress the free flow of information, a tyrannical technique used in closed societies. We must counter this on all fronts beginning with removing Section 230 protection from big tech.
• Re-engaging in the flawed Iran Nuclear Deal would result in Iran acquiring nuclear weapons along with the means to deliver them, thereby upsetting Mideast peace initiatives and aiding a terrorist nation whose slogans and goals include “death to America” and “death to Israel” . We must resist the new China/Iran agreement and not support the Iran Nuclear Deal. In addition, continue with the Mideast peace initiatives, the “Abraham Accords,” and support for Israel.
• Stopping the Keystone Pipeline eliminates our recently established energy independence and causes us to be energy dependent on nations not friendly to us, while eliminating valuable US jobs. We must open the Keystone Pipeline and regain our energy independence for national security and economic reasons.
• Using the U.S. military as political pawns with thousands of troops deployed around the U.S. Capitol Building, patrolling fences guarding against a non-existent threat, along with forcing Politically Correct policies like the divisive critical race theory into the military at the expense of the War Fighting Mission, seriously degrades readiness to fight and win our Nation’s wars, creating a major national security issue. We must support our Military and Vets; focus on war fighting, eliminate the corrosive infusion of Political Correctness into our military which damages morale and war fighting cohesion.
• The “Rule of Law” is fundamental to our Republic and security. Anarchy as seen in certain cities cannot be tolerated. We must support our law enforcement personnel and insist that DAs, our courts, and the DOJ enforce the law equally, fairly, and consistently toward all.
• The mental and physical condition of the Commander in Chief cannot be ignored. He must be able to quickly make accurate national security decisions involving life and limb anywhere, day or night. Recent Democrat leadership’s inquiries about nuclear code procedures sends a dangerous national security signal to nuclear armed adversaries, raising the question about who is in charge. We must always have an unquestionable chain of command.
Under a Democrat Congress and the Current Administration, our Country has taken a hard left turn toward Socialism and a Marxist form of tyrannical government which must be countered now by electing congressional and presidential candidates who will always act to defend our Constitutional Republic. The survival of our Nation and its cherished freedoms, liberty, and historic values are at stake.
We urge all citizens to get involved now at the local, state and/or national level to elect political representatives who will act to Save America, our Constitutional Republic, and hold those currently in office accountable. The “will of the people” must be heard and followed.

“Podem as Forças Armadas Salvar a França?”
A V República francesa, criada pelo General De Gaulle, na sequência do golpe de Estado de 1958, parece estar a entregar a alma aos seus criadores.
Dias depois de uma primeira “tribuna” militar, assinada por generais na reserva, sob a forma de carta aberta, surge uma segunda assinada por milhares de militares no activo (mas cujas identidades, obviamente, não são divulgadas). Uma coisa é já clara: os autores das “tribunas” dominam com mestria as artes da comunicação política da era das redes sociais…
Esta
segunda "tribuna", divulgada no site da revista "Valeurs
Actuelles" e aberta à assinatura de civis franceses, foi posta em linha no
domingo às 21H40 e tinha sido vista, na terça feira às 18H, por 1 969 426
visitantes únicos e recolhido 249 989 assinaturas...
"À 18 heures, 1 969 426 visiteurs uniques ont lu la tribune, qui comptabilise 249 989 signatures. Pour prévenir tout risque de falsification informatique, nous avons décidé d’affiner la méthodologie de comptage de la tribune, en ne communiquant plus que par nous-même, à partir des données certifiées par Google analytics, d’abord sur le nombre de visiteurs uniques, et non plus le nombre total de vues (une personne pourrait avoir lu plusieurs fois de suite le texte ou rafraîchi trop souvent la page, faussant la comptabilité).”
Recorde-se que as sondagens mostram que uns 60% dos franceses apoiam as posições dos militares divulgadas nestas duas “tribunas”…
Macron iniciou o seu mandato presidencial (de cinco anos) impondo uma guerra ao CEMGFA, General Villiers, a propósito do uso da Defesa como "variável de ajustamento orçamental" (vulgo "cortes"), que levou o chefe militar a apresentar a sua demissão. A um ano das eleições presidenciais, são os generais que abriram uma guerra de desgaste a Macron que não dá mostras de saber lidar com o assunto.

Porquê a Inteligência Económica?
Vulnerabilidades e Outros Problemas desta República
Não é corrente ver um alto dirigente político identificar em público os problemas estratégicos do País e as preocupantes vulnerabilidades desta República. Mas é precisamente isso que fez o dirigente socialista Vítor Ramalho em artigo estampado no “Público”, a propósito do 47º aniversário do “25 de Abril”. Apontadas vulnerabilidades gritantes, a conclusão do autor impõe-se: para encontrar uma saída, é preciso começarmos a pensar para além da "espuma dos dias"... Pela alta importância política do gesto e porque decisores e ‘opinion makers’ deste Portugal à beira mar encalhado muito ganharão em o ler e meditar, aqui se regista este “Grito de Alerta”.
Há uma causa maior que deve unir os portugueses, implicando isso a revisitação do projeto que nasceu numa manhã límpida e pura. O futuro deve assentar na estratégia e daí este grito, que é de alerta.

Há escassos dias comemorámos quarenta e sete anos de um projeto de futuro que a todos civicamente sobressaltou.
De então para cá demos passos de gigante.
Todavia, tal
como o Mosteiro dos Jerónimos, que com a sua atratividade e simbolismo tem
capelas imperfeitas, também no projeto não cuidámos para a sua edificação de
partes importantes que lhe reforçassem a robustez para poder suportar todas as
adversidades.
Surgiram fissuras.
O jardim que o rodeia não foi cuidado fazendo nascer e crescer erva daninha.
Fomos transigentes na construção, ou porque hipotecámos a terceiros parte dos alicerces, ou porque sem fiscalização condescendemos perante quem desviou materiais.
Dos mais de 90% de capital nacional que detínhamos na banca ficamos com menos de 10%.
Nenhuma empresa estratégica nacional se salvou na voragem da venda.
Porque os mais desfavorecidos não dão manchetes nos media, passamos a ocupar o tempo com episódios de megaprocessos que têm como arguidos personalidades com poder.
O Prof. Freitas do Amaral deu sentido à evidência sublinhando num escrito que não demos atenção ao sentido da construção da nossa história jurídica e o Dr. António Cluny, disse que “o modelo que separa os investigadores do Ministério Público dos que vão à barra só existe na Sicília e, no caso, por razões de segurança necessária a esta região”.
De entre várias originalidades criamos dois super juízes de instrução para megaprocessos, sendo inevitável que se pudessem perder em milhões de documentos que enchem centenas de dossiers.
Não paramos a olhar o projeto no seu conjunto reparando em fissuras graves.
Vamos legislar, agora, tarde, por proposta de um sindicato, que, por mais respeitoso que seja, não tem competências para fazer leis.
No mais, concluímos que devemos voltar à reindustrialização do país, depois de vendermos setores industriais estratégicos a capitais estrangeiros.
Temos, porém, potencialidades inesgotáveis para reforço da afirmação no mundo, se valorarmos a memória coletiva da nossa História.
Indo às raízes da razão porque falamos a 4ª língua do mundo, a primeira do Atlântico Sul e uma das principais utilizadas na internet.
Falar dela é falar do mar, fronteira dos países de língua portuguesa, por onde circula mais de 90% do comércio mundial e em breve com zonas marítimas exclusivas alargadas.
Que potencialidades se passarmos a pensar para além da “espuma dos dias”!
Devemos pôr a flecha mais alta do que está para alcançarmos objetivos que são óbvios e no domínio da CPLP termos em atenção o reforço da relação de pertença de todos os cidadãos a este grande espaço complementar da U.E. que cruza culturas invulgares.
As duas funções soberanas do Estado, a Justiça e as relações externas, estão longe de esgotarem as fissuras que se abriram.
É que a lógica economicista que passou a valorizar a economia como um fim e não como um instrumento da política, conduziu a omissões em domínios de outras funções soberanas.
A omissão quanto ao sucedâneo da extinção do serviço militar obrigatório, que não foi criado, colocou-nos perante uma fissura que tem haver com a Defesa e a Segurança, tal como a omissão de um programa escolar coerente devia revisitar a nossa História, articulando-se com as exigências da preparação dos jovens neste mundo com grande evolução científica e tecnológica.
Noutro plano a demografia impõe que o país não possa perder 20% da sua população a curto prazo, o que suscitaria consequências graves da exiguidade populacional.
No mais, temos o combate por um desenvolvimento sustentável que, por respeitar à defesa da qualidade de vida, está para além de conceções reivindicativas redutoras.
É neste quadro que domínios como a Saúde, a defesa do ambiente e a superação das assimetrias regionais são também prioridades.
Reforçar a intervenção da sociedade civil é hoje uma obrigação de todos e essa contribuição deve ser prosseguida de forma patriótica com a consciência do significado deste conceito contrário a conceções nacionalistas, de uma erva que é daninha.
Este objetivo deve ser prosseguido com a juventude perante quem todos temos o dever de recriar a esperança no futuro, numa logica intergeracional mas aprendendo com ela.
Há na verdade uma causa maior que deve unir os portugueses, implicando isso a revisitação do projeto que nasceu numa manhã límpida e pura.
Analisando-o e com ele as fissuras que hoje apresenta, algumas delas graves.
O futuro deve assentar na estratégia e daí este grito, que é de alerta.
